In an enlarged European Union it appears
advisable to create a supra-national,
pan-regional and politically independent institute
for the purpose of dealing with these challenges in both a
scientific but also practical way. This institute should aim
to eliminate deficiencies in the
exchange of information and at the same time
point out potentials in the regional
and national development.
Therefore, the
establishment of networks and alliances within the regions
and municipalities will be crucial in order to
successfully enforce their interests. This applies
particularly to the new
Member
States
and those states which are candidates for the next round of
enlargement of the European Union or which are applying for
a candidacy status.
The development of a local and regional
infrastructure will have a substantial impact in this
context. Increasing emphasis will lie on
cross-border regional cooperation.
This cooperation at a regional level, which
is also promoted by the European Union has already been
realized within many areas.
The IRE considers it a particular
responsibility to promote the
economic relations between the regions and municipalities in
Europe,
to share information and to enhance their relationship to
the European Union.
